What this is (and isn’t)
- Applies to typical UK cavity masonry housing (brick outer / block inner).
- Covers external works around the building: paving, patios, paths, soft landscaping and SuDS features.
- Clear boundary: this is not a SuDS design manual. It explains how drainage and levels strategies affect masonry moisture performance.
Compliance snapshot (what Building Control / warranty reviewers expect)
- DPC height above finished ground is clear and not undermined by “exceptions” that aren’t actually acceptable in detail.
- Continuity of moisture barriers is maintained at wall–floor junctions (DPC/DPM interfaces) and at thresholds.
- External works do not create a long-duration wet zone at the base of the wall (SuDS adjacency can increase wetting frequency/duration if not detailed correctly).
- Weeps are provided and remain visible and functional after external works.

If there’s one “show me” item: demonstrate the finished level strategy keeps DPC and weeps clear after external works.
Set-out rules for levels (simple, enforceable)
- Keep finished external levels visibly below the DPC line. Do not allow paving, soil or mulch to “creep” up the wall base.
- Ensure falls drain away from the wall and avoid ponding or persistent wetting at the façade.
- Do not bury weeps. If you can’t see them, they’re probably not doing their job.
- Where permeable paving is used, avoid placing a permanent wet zone tight to the wall base; provide separation and drainage intent in the detail.
- When levels must rise locally (accessibility/ramping), compensate with drainage, separation zones and protected outlets. Detail it and record it.

These failures aren’t “masonry being weak” – they’re moisture exposure being increased and drainage assumptions being removed.

External ground levels must remain below the damp proof course. Raising paving, soil or planting against walls can cause damp and masonry damage and should not be carried out without professional review.
Full technical note (mechanisms + detailing)
1) Scope and boundaries
This guidance focuses on how external levels, drainage and SuDS adjacency affect moisture exposure at the base of cavity masonry walls. It does not size SuDS components or replace drainage design. The aim is to make the masonry moisture strategy robust when surface water is managed locally.
2) Why SuDS and levels matter to masonry (mechanism-led)
SuDS objectives often retain and infiltrate water locally rather than rapidly conveying it away in piped systems. If poorly coordinated at the façade, this can increase near-wall wetting frequency and extend the time that the wall base remains wet. Combined with shade, low airflow and contaminated cavities, slow drying makes low-level moisture issues more likely to present as internal damp symptoms and/or visible staining.
The risk is rarely “masonry can’t cope”; it’s usually that details unintentionally create a persistent wet zone at the wall base and remove the drainage/ventilation assumptions the wall was built on.
Mechanism shorthand: more retained water + longer time-of-wetness + slower drying = higher chance of bridging symptoms and low-level deterioration.
3) Definitions that stop arguments on site
Finished ground level (FGL): the final level after all paving/landscaping is complete.
Paving level / soft landscaping level: often different; both can bridge a DPC if allowed to rise.
Threshold level: the door threshold datum that drives local falls, channels and step-downs.
DPC vs DPM: the wall’s damp proof course must interface with the floor’s damp proof membrane without leaving capillary pathways.
Cavity tray and weeps: trays collect water and must discharge via weeps that remain clear after external works.
Splash zone: the practical exposure band at the base of external walls where rebound wetting and persistent surface moisture matter most.
4) Design inputs checklist (what to ask for early)

This section is intentionally “ask for inputs”, not “guess on site”. It’s how you prevent level creep becoming a defect.
5) The critical details (where it usually goes wrong)
Base of cavity wall
Minimum good intent: DPC set with clear separation to finished external levels; cavity base kept clean; trays and weeps discharge visibly and are not obstructed by paving or landscaping.
Thresholds / doors
Minimum good intent: step-down and/or drainage provision is shown in the detail; moisture barrier continuity is explicit; drainage routes remain maintainable.
Patios and paths
Minimum good intent: falls away from the building; no ponding at the façade; external works do not bury weeps or visually erase the DPC line.
Permeable paving adjacent to walls
Minimum good intent: keep the wall base out of the permanent wet zone using separation, edge restraint strategy and defined drainage intent. Detail exceedance routes so water does not sit against masonry.
Practical rule: permeable does not mean “safe against walls”. It can mean “wet for longer”.
Soft landscaping
Minimum good intent: prevent soil/mulch build-up against walls, especially post-handover; treat gardening “drift” as a foreseeable maintenance risk rather than a surprise.
6) Coordination notes between trades (real-world failure points)
- Bricklayers vs groundworkers: agree who owns the reference datum and how it’s recorded (drawing note + site record).
- Cavity insulation installers: base zone cleanliness and moisture management is non-negotiable.
- Services at low level: meter boxes and penetrations need drainage and cavity tray coordination; don’t leave it to snagging.
Coordination “tell”: if nobody can state the datum and the intended finished levels early, you’re running on vibes.
7) Site QA (inspection checklist you can screenshot)
Use this as a simple record that levels and moisture barriers were treated as a designed interface, not a last-minute judgement call.

Table intent: mechanism-led diagnosis, not scare stories. If you can’t describe the mechanism, you can’t specify the fix.
9) Maintenance and future-proofing (because homeowners change levels)
Most low-level moisture problems show up after handover when external works change: patios get raised, flower beds build up, and “quick fixes” bury weeps. Treat level creep as foreseeable. Provide a simple handover note, keep DPC and weeps visible, and make drainage routes maintainable.
